Career Overview

Celeste is a civil foundations, structures and general infrastructure works specialist with more than 15 years delivering major transport projects in Victoria. Her project experience spans some the largest and most complex projects including West Gate Tunnel Project, Caulfield to Dandenong Level Crossing Removal Project and the Cooper Basin Infrastructure Expansion Project.

Celeste’s breadth of experience has enabled her to diversify her engineering expertise and build strong management and leadership skills.

Prior to joining IAG, Celeste fulfilled the role of Senior Project Engineer for the tender and delivery phases for the structures scope of Princes Highway East Duplication – Kilmany for Major Road Projects Victoria. The duplication involves a number of structures, including the composite rail bridge structure led by Celeste.

Suburban Rail Loop Authority

Senior Project Engineer

Celeste is working within the delivery team of Suburban Rail Loop Authority assisting with Work Package C (WPC) delivery readiness. WPC covers the tunnelling and cross passages between Cheltenham and Glen Waverly. The scope includes station boxes, decline structures and associated scope to facilitate these. Celeste has involved developing the progress reporting (monthly and weekly), disruptions management process reviews and various management plan reviews. Celeste has been heavily involved in facilitating land access for the contractor for both site investigation and main works.

Logan Gold Coast Fast Rail Project

Commerical Advisor

Celeste was required to manage and support the correspondence and collaboration between the independent estimator and the design and delivery team for the Logal Gold Coast Fast Rail Project. This required systems to be established to actively manage estimation requests, information exchange and costs of the consultant carrying out these estimates. This required clear processes to be established to facilitate this.

Regional Rail Revival Review

Advisor

Regional Rail Revival is upgrading regional rail lines throughout Victoria. A number of these projects have already been successfully completed with a portion still underway. Celeste was involved in an independent team tasked with evaluating the state of the remaining projects. The review required a critical lens to determine if the proposed construction and completion was accurately reflected in the program and financials as provided by the alliances.

Commonwealth Games 2026

Project Control Advisor

Celeste was responsible for the generation of monthly financial reporting workbooks for the Office of Commonwealth Games. The Office were required to have oversight of all spend across the Games. Workbooks were generated in collaboration with each delivery partner to provide a cost control tool. Workbooks were required to capture monthly spend, forecast cost to complete and enable cost owners to track their monthly spend. They also enabled early detection of potential cost overruns. The workbooks produced a simple summary and graphs to provide senior management a high level of understanding of the health of the project.

ecologiQ

Implementation Manager

ecologiQ is a multi-award-winning initiative integrating recycled content across Victoria's transport infrastructure projects. A key driver of this change was the Recycled First Policy, which for the first time in Australian history requires contractors building Victorian projects to optimise the use of recycled and reused materials. Celeste met regularly with the delivery authorities MRPV, RPV, NELP and SRLA to assist with enabling them and their associated contractors in meeting their Recycled First commitments.

Princes Highway East Duplication - Kilmany

Senior Project Engineer

The Princes Highway East Duplication encompasses the addition of two lanes for a 5.1km stretch of highway. The duplication involves a number of structures, including the composite rail bridge structure.

Celeste was lead for all structures works on the project. This includes subcontractor engagement, procurement, financial management and programme development of all elements of the structures and rail scope. Due to the potential impact to stakeholders using the Highway and trainline, Celeste carried out rigorous design and constructability reviews.

Structures scope included a 100lin.m steel arch rail bridge, two major drain crossings and crossings over an irrigation channel that played a key role to farmers in the area. The rail bridge required understanding of both VicRoads and V/Line’s standards. As the final asset owner of the structure was V/Line it was required for her to work closely on behalf of MRPV with V/Line to gain insight into V/Line’s procedures, compliance and commissioning requirements.

West Gate Tunnel, Transurban

Project Engineer

The West Gate Tunnel project, Port to City involves elevated roadway joining CityLink, Dynon Road and Footscray Road. Also included in this section of the works is the Wurundjeri Way extension and widening. Celeste was responsible for several composite bridges. This included engineering design reviews, construction methodology including temporary works development, procurement, financial management and programme development of all elements of the bridge both sub and superstructure.  During the design review process a number of re-design requirements were identified. Celeste was involved in reviews and proposed design changes. The works required engagement with a number of ARO's. Celeste was responsible for briefing Transurban representatives on the progress of works.

Caulfield to Dandenong Level Crossing Removal Project, Level Crossing Removal Project

Project Engineer

The Caulfield to Dandenong Level Crossing Removal project involved the removal of nine level crossings, rebuild of five stations and a shared user path for the length of the rail.

Celeste works were focused on the elevated section of rail between Hughesdale and Caulfield (Area 1). Celeste was responsible for the methodology and programme development of the piling pads and precast post tensioned piers. This required thorough planning of the works in a tight rail corridor in collaboration with the rail authority. Celeste was responsible for the monthly financial reporting and cost control for this scope of work.

Origin Halladale Black Watch Speculant Development, Origin

Project Engineer

The project involved upgrades to the Origin Otway Gas Plant and the installation of supporting infrastructure to the new wellsite. The scope included installation of both bored and CFA piles, demolition works, reinforcing steel and concrete in-situ slabs and pedestals within an operating gas plant environment. Works required the installation of cast in-situ hold down bolts for heavy machinery and vessels within a 2mm tolerance. Mechanical works included the installation of pipe supports, piping, valve and equipment install, fireproofing, painting and insulation. Celeste developed the construction methodology, completed project planning and management for installation works and ensured OH&S and QA compliance. She was also responsible for subcontractor management.

Cooper Basin Infrastructure Expansion Project, Santos

Project Engineer

The project included expansion of four key field compressor stations, new trunk pipe lines between Moomba and Gidgealpa, installation of new CO2 train, and installation of new Moomba export compression to enable gas transport from Moomba to Queensland.

Celeste coordinated the construction program and managed the financial position (daily targets and costs) of the project and completed monthly forecasting for the SMP package at Moomba and Satellite site in Big Lake. Celeste was responsible for works being carried out in accordance with multiple stakeholder specifications and standards. She had extensive understanding of Santos' OH&S and quality requirements. The remote nature of the works required Celeste to perform significant logistics management. Due to the remote nature Celeste was also required to become a NATA accredited company signatory for concrete sampling and testing.  Celeste interacted with Santos plan operators on a day to day basis to facilitate works in the live plant.
