Dr Hall’s Mission and Vision. Overview

I  was born in Brooklyn New York, and raised in Mexico from toddler to age 8 and went to French international grade schools in Mexico CIty. During my early adulthood years I was a musician, piano mechanic/tuner , Con Edison meter reader and New York City taxi driver before receiving a General Equivalency Diploma (GED) in 1975. I am deeply multi ethnic and multicultural.

I have an overriding interest in ,,Global Health and am considered one of the grandfathers of Global Emergency Medicine. I am on a global mission to close the gap in care to people in austere settings and marginalized populations through through community development, accreditation and training, infrastructure and technology (tele-health and clinical informatics).  I  have a strong interest in Value-Based Care in the US and disparities/social determinants of health.

 

I run a near shore  operation that helps me provide advisory support and outsourced medical director services to emerging and established telemedicine and digital health companies as well as to US medical organizations.  I am certified Physician Advisor, and am certified in medical administration and quality management. Additionally I do case management and develop appropriate clinical guidelines in various settings .  

I have developed a US/Mexico non-profit, PACEMD Global Health Internacional, that links Medical Spanish and cultural literacy to Global Health and social impact in Mexico, Latin America and US Latino populations through omni media communication, learning management systems, as well as digital health, Informatics, tele-health, and tele-mentoring.  We translate medical material into Spanish and do research on various medical topics in English for various social media networks. 

 

I love music, travel, cultural anthropology, astronomy/astrophysics and molecular biology as well as, and social and technological innovation.

In Mexico and Internationally, I have worked in various social and medical impact projects, through:

    • The ACEP Ambassador Program ( which I helped found),
      • I am the ACEP Ambassador to Mexico , and Cuba and previously Panama.
    • The American Academy of Emergency Medicine ( Charter Member) 
    • The International Federation of Emergency Medicine in the development of the specialty of emergency medicine and emergency care in Latin America.  
      • I founded the Public and Environmental Health Special Interest Section  (2022)
      • I brought many Latin American countries into the Federation ( Panama. Dominican Republic, Cuba, Venezuela, and Ecuador ) and pioneered the first IFEM conferences in Latin America, including the first IFEM Symposium in the World and the ICEM 2018  (the first ICEM in Latin America).  
  • My organization, PACEMD Global Health, has trained over 50,000 health care workers in Mexico through its AHA , ALSO,  and NAEMT training centers.  We made ALSO Mexico the gold standard in Latin America for Emergency Obstetrics training.  
  • The MedSpanish program is also a gold standard for trading US health care professionals. PACEMD ran the first public access defibrillator program San Miguel Seguro y Sano in Latin America. 
  • PACEMD founded the International Federation of Emergency  Medicine’s Public and Environmental Health Interest group, and brought refugee and migrant health, occupational health, and maternal and child health into the Special Interest Group.
  • PACEMD has converted itself into a Health Care communications company Specializing in Bilingual Spanish and English Learning Management Systems , Virtual Conferencing, Community Health Platforms (such as Force For Health and Project ECHO)
