Strategic Data Integrity Program Manager

Working as SDIP program manager in V/Line, Ghazal managed three strategic projects; Condition Monitoring Analysis and GIS, Data Quality and Information Governance, V/One asset register Maintenance.
In this role Ghazal established strategic asset management and data management capabilities for V/Line. This includes developing and implementing asset condition monitoring program across different asset classes and establishing data governance, data integrity and quality management across different groups in V/Line.
Ghazal managed a team of 12 people and delivery of the 40 initiatives and 110 deliverables in this program.

Working as Asset Planner in V/Line, Ghazal was responsible for developing infrastructure asset class strategies, corridor strategies and network asset management plan. Ghazal was also in charge of developing and updating Asset lifecycle models to develop informed, data driven asset class strategies. In this position Ghazal worked closely with Asset Intelligence (Asset Performance and asset condition monitoring streams) to uplift the maturity of the asset lifecycle models and enhance the input data.

Asset Management Consultant

Working as an asset management consultant in Assetic, Ghazal had the opportunity to work on strategic asset management projects within local and state government.
Investment Modelling, EOC Project, V/Line
V/Line engaged consultants to develop investment models for different asset classes using Assetic Predictor Software. Ghazal developed nine models across three different asset disciplines (Civil, Track and Signalling), Ghazal validated the models and the results through the workshops with V/Line subject matter experts and asset planning teams and calibrated the models accordingly. As part of the deliverables for this project, Ghazal developed the asset class documents which reflects the considered logics in the models, assumption and exclusions, outputs for different funding scenarios and future improvement actions for each model.


Queensland Health Building Performance Review, Capital Asset Services Branch

PwC engaged Assetic to model and compare various sustaining capital investment to maintain sufficient condition levels to support health service delivery. In Phase 1, we
developed model for 2,660 buildings of QLDHealth across Queensland to undertake a highlevel assessment of Queensland Health Built asset Portfolio, budgeting process and improve performance reporting.


Strategic Asset Data Analysis, SA Housing Authority
SA Housing Authority engaged Assetic to generate Strategic Asset Management models for SAHA's state-wide housing infrastructure portfolio, and to show how the condition of those assets change over time give budget constraints and treatment options. Ghazal developed the model for 35,000 properties and compared different funding scenarios and sustaining capital investment to predict the SA Housing portfolio over next 30 years.


Strategic Asset Data Framework, V/Line
V/Line engaged Assetic to develop asset data framework and standards for different asset classes to support organisation's understanding of asset integrity, as well as how asset condition changes over time. The developed framework helps V/Line to determine sustainable future levels of investment to support the whole of the V/Line public and freight train network. Ghazal was involved to develop the strategic asset data manuals for Signalling assets.

Asset Investment Modelling (AIM) Project, Early Contractor Involvement Phase, DoT Victoria
The Department of Transport's (DoT) Asset Investment Modelling Project (AIMP) aims to provide a comprehensive and consistent multimodal, evidence-based approach to asset management and asset investment decisions. Assetic was part of Team Consortium together with KPMG and WSP to deliver the methodology to link asset intervention to transport services and user outcomes. We developed the framework and methodologies to optimise decision making of asset investments across the portfolio. Ghazal developed a series of case studies to illustrate different investment scenarios and how the framework works to deliver and optimised outcomes.


Provision of Business Process Manual for Transport Asset Class, Transport Canberra and City Service, (TCCS), ACT Government
As part of migration of the current utilised asset management system to Assetic cloud asset
management system, Assetic was engaged to develop the business process manual for different asset classes across TCCS. The purpose of this engagement was to document TCCS systematic framework with regards to the Roads ACT business unit asset management activities that are necessary for a robust asset management system and processes. The team developed six BPM documents for the asset classes through several workshops and client engagements.

Ghazal developed the Asset Management Plan for Building asset class for GECC using the developed predictor model for SAM by Assetic.

Senior Asset Management Consultant

Asset Register development NSW Health Infrastructure
NSW HI engaged Aurecon to develop the asset registry and to undertake condition assessment of the assets for 6 hospitals. Ghazal was in charge of undertaking QA review of the captured data, addressing the issues, communicating with the inspection team regarding the correct asset classification and submitting the data for asset registry.


Asset Data review for Civil Structures, Transurban
Transurban engaged Aurecon to review their current asset data and asset hierarchy setup and to come up with the condition assessment and Inspection requirements for the structural assets. Aurecon determined the required attributes to collect on site in order to calculate the remnant life of the assets. Ghazal was in charge of undertaking the gap analysis of the existing data and documents, reviewing the asset Hierarchy, developing the data templates and the required attributes for each asset subclass.


Independent Assessment V/Line Maintenance Requirements, Public Transport Victoria (PTV)
PTV required an independent high-level assessment of the V/Line deliverables. This assessment focused on the 3 Key Areas of Review (7 Year Annual Works Plan, Infrastructure Requirements and Rolling Stock Requirements) with a report delivered to the Franchise Operations Management team within PTV. Ghazal reviewed and benchmarked the 7 Year Annual Works Plan and the requested budget against the requested budget for Infrastructure and rolling stock.


Condition assessment of Mechanical, hydraulic and fire protection services for University of Melbourne
University of Melbourne engaged consultants to undertake visual condition assessment of mechanical services (heating, ventilation and air conditioning system) hydraulic and fire protection services of 28 buildings in Parkville campus for biomedical precinct as part of UoM Accommodation strategy project. As part of this engagement consultants provided required remedial works or repair suggestions to assure university that the buildings are fit for purpose.


Asset condition assessment for Fire protection services, Flinders Port, Adelaide, Australia To evaluate the condition of the Fire protection services, of port Adelaide and port Lincoln and to come up with work orders for each asset class.


Statement of assurance for Victrack telecommunication
Following an assessment of the criticality of VicTrack's telecommunications network, VicTrack need to provide a Statement of Assurance to the Minister, signed by the Industry Accountable Officer, stating that VicTrack will undertake actions and activities in the next Resilience Improvement Cycle (12 months). Aurecon was engaged to come up with the SoA for the Victrack. As part of the development of VicTrack's Statement of Assurance Aurecon were engaged to undertake a gap analysis of VicTrack's risk management of its telecommunications network. This was undertaken was to determine that VicTrack have appropriate risk management procedures and processes in place for managing risks related to the vital critical infrastructure and ensure that they are being followed.


Asset condition assessment for marine structures of Flinders Port, Adelaide, Australia

To prepare the complete asset list for marine structure for Flinders port and to conduct the condition assessment based on WSCAM and to come up with the required immediate, shortterm and long-term repair and maintenance. To come up with the Final Maximo Template for Port Adelaide, Klein Point, Port Giles, Wallaroo, Port Pirie, Port Lincoln, Port Thevenard. And to prepare inspection reports for each berth and overall condition reports for each port.
