Jared has over 15 years experience in development and delivery of infrastructure projects from government delivery and central agency, and private sector perspectives. His experiences range across the project lifecycle including strategic assessments, business cases and funding submissions, government approvals and project assurance, through to claims and dispute management for major city-shaping infrastructure.
Jared has a deep understanding of infrastructure investment, procurement and government frameworks (including Investment Lifecycle and High Value-High Risk guidelines, Investment Management Standard, and Gateway and budget processes), having spent four years at the Department of Treasury and Finance (DTF). He was a lead DTF analyst on a number of major projects including Level Crossing Removal Project, Metro Tunnel, CityLink-Tulla Widening and the North East Link. During this time he was also accredited as a Gateway Reviewer.
With an engineering background and experience briefing executives, Ministers and their advisors, Jared’s strengths are in translating and distilling complex concepts into key fundamentals for decision makers. Coupled with significant experience in approval processes and governance, he has a strong track record in delivering results in development and procurement phases of the project lifecycle.

The Level Crossing Removal Project (LXRP) was established to remove 110 congested level crossings and deliver a range of rail upgrade works across metropolitan Melbourne, including upgrading or constructing more than 50 train stations, laying many kilometres of new track and making associated rail systems and infrastructure improvements.
Jared is embedded as a Strategic Advisor within LXRP’s Business Strategy Unit and is responsible for preparing critical briefings and submissions to government relating to key project decisions and funding. Jared draws from experience and networks from over 10 years’ working with central agency, Department of Transport and Planning, LXRP and broader MTIA officers and executives to identify issues, collaboratively problem solve, efficiently determine the most appropriate pathway and seek consensus from stakeholders.
VicGrid is responsible for developing the shared transmission line to connect offshore wind energy generated off the Gippsland coast to the electricity grid. Jared assisting with the finalisation of the OSW Transmission business case, including providing strategic inputs and quality assurance review.
Jared is developing a business case for V/Line's annual submission to the State budget for rail network maintenance and critical infrastructure upgrades. The engagement includes coordination with Subject Matter Experts, options assessment and business case writing.
Jared developed a short-form business case for Offshore Wind Energy Victoria (OWEV) for submission in the 2024-25 Budget. The project is complementary to the main Offshore Wind Generation Business Case being developed by OWEV. The engagement has included industry consultation with Offshore Wind Developers, options assessment and business case writing.
MRPV was established to lead the development and delivery of a multi-billion-dollar portfolio of major road projects in Victoria.

His responsibilities included managing options development, concept design, traffic and transport modelling, environmental investigations, cost estimates, economic analysis, stakeholder liaison and business case preparation.
In addition, he provided strategic advice to Senior Managers on procurement, Value Creation and Capture, Project Development and Due Diligence, and executive and Cabinet briefings.
Jared provided contract and commercial advice to the Monash Freeway Upgrade Stage 2 Project Team and MRPV Commercial and Legal Team. This included management and coordination of claims and dispute resolution processes, review and assessment of claims received and commercial risk mitigation and negotiation support in relation to claims and disputes.
The Shepparton Corridor Upgrade Stage 3 is the final stage of rail infrastructure upgrades envisioned on the Shepparton Line under the Department of Transport’s Regional Network Development Plan.
Jared led the update of the business case document including drafting, coordination of technical inputs from Rail Projects Victoria and economic analysis from Department of Transport.
North East Link is the biggest road transport project in Victoria’s history. It will create the missing link in Melbourne’s freeway network, increase the capacity of the Eastern Freeway, slash travel times, redirect trucks from local roads, create a new dedicated express busway and link key growth areas in Melbourne’s north and south-east.
As a DTF representative, Jared advised North East Link Authority on its government briefings to secure seed funding in the 2017-18 Budget. He participated in Investment Management Standard and options analysis workshops during the business case development phase and was part of the Value Capture and Creation Working Group. He undertook assessment of the business case under the HVHR Project Assurance Framework, and developed funding options balancing Government timelines and budget capacity for the 2018-19 Budget.
Jared was the DTF lead representative on the North Eastern Program Alliance, and Centre Road, McKinnon Road and Bayswater package level crossing removals. He was Responsible for obtaining government approvals such as the overall program business case and individual site-specific project proposals, EOI and RFP release and contract award, and ongoing project assurance. This included all HVHR related assessments, participation in tender evaluation processes, and Steering Committee and Cabinet briefings.
In addition to project delivery packages, he advised on the Level Crossing Removal Authority’s program funding model and project monitoring framework.
Metro Tunnel Project involves the construction of a new 9km inner urban rail tunnel, five new underground stations, new high-capacity signalling and extensive surface rail works. It will transform Melbourne’s rail network, enabling 39,000 more passengers to travel during each peak period and creating nearly 7000 jobs during construction.
As a DTF representative, Jared undertook the business case assessment for the $11 billion project under the HVHR Project Assurance Framework and Cabinet briefings for budget funding in 2015-16. He advised on a pathway (and obtained Treasurer’s approval) to deliver the Early Works package through a Managing Contractor model ahead of final approval of the business case, and participated in tender evaluation. He managed delivery of the Public Sector Comparator for the Tunnels and Stations PPP.
Jared was involved in several High Value-High Risk (HVHR) assessments and approval processes at DTF. HVHR assessments and Treasurer approvals are required at each major project lifecycle milestone including Business Case, Request for Tender/Proposal, Contract Award, Contract Variation (if required) and Project Close. The M80 Upgrade will widen the freeway, widen on and off ramps and install a new freeway management system along 38km of road from Laverton North to Greensborough.
Jared developed and prepared the M80 Ring Road Upgrade Stage 2 business case on behalf of VicRoads. He was responsible for managing traffic modelling, cost estimating and economic analysis inputs to the business case, and responses to Department of Transport, Planning and Local Infrastructure and DTF assessment.
The Chandler Highway has been widened so a second bridge can be built next to the existing one. The original bridge will be converted into a walking and cycling path.
Jared developed and prepared the Chandler Highway Upgrade business case on behalf of VicRoads. He participated in Investment Management Standard workshops and was responsible for managing traffic modelling, cost estimating and economic analysis inputs to the business case and interface with East West Link project.
