Delivered the commercial delivery strategy for the multibillion-dollar South-West Rail Link Extension, a transformative rail infrastructure project connecting Leppington to Bradfield and supporting the activation of Western Sydney Airport. Supported development of delivery model options, procurement strategy, risk allocation frameworks, funding and financing options including the PPP qualitative assessment, and the market sounding process through structured workshops and stakeholder engagement. Synthesised findings into decision-ready materials for TfNSW and Treasury approvals, enabling alignment with Infrastructure NSW and Infrastructure Australia assurance processes.
Supported delivery of the $1.7 billion nationally significant Cook Strait Ferry Replacement Project through coordination of a preliminary project readiness review to assist the client in positioning itself and the project for the next phase. Jesse reviewed the status of commercial, financial and technical workstreams as well as the readiness of governance and reporting structures, resourcing and internal systems and processes. This work enabled the procurement of two new rail-enabled ferries and associated port upgrades. Synthesised findings across governance, commercial and financial frameworks, contributing to Board-level reporting and strategic recommendations to support transition to delivery phase.
Developed a $100 million South Island resilience business case, cutting disruption by 50% through risk assessments, backed by DCF cost-benefit analysis with solutions developed through collaborative client workshops.
Delivered $2 billion Western Bay of Plenty Public Transport Services business case through
detailed network data analysis using GIS and Python encouraging a 50% increase in
reliability and a 30% increase in access to key destinations.
Jesse has completed over a dozen Level Crossing Safety Impact Assessments (LCSIAs) using the Australian Level Crossing Assessment Model (ALCAM) for KiwiRail. With a keen eye for detail and a commitment to safety, he produced reports that outlined suggested improvements. His assessments included liaison with over seven city and district councils around New Zealand. These reports have aided decision makers to select safety improvements at these crossings.
Conducted investigations into issues arising during the construction phase of the $419 million infrastructure project, ensuring alignment between design specifications and on-site implementation.
