Kailee has extensive experience in the strategic, commercial and legal functions of large infrastructure projects, working with Government and private sector clients on key infrastructure projects in Australia.
Kailee’s experience extends to having worked with stakeholders across the construction and infrastructure industry, from statutory authorities to subcontractors, on a variety of projects including residential, commercial, industrial and mixed-use development, social infrastructure and renewables. Kailee brings this holistic perspective to assist clients with procurement, administration and delivery of complex projects.
Kailee has a strong understanding of the regulatory framework in which procurement projects are delivered within New South Wales and Victoria. Kailee also has a comprehensive understanding of delivery models, including D&C, PPP, EPC, GMP and alliancing, and has worked with governments and contractors alike on risks and opportunities experienced throughout project lifecycles.

Kailee formed part of a transaction team for the procurement of an Asset Manager. Kailee provided procurement support during the market interactive process, open EOI and shortlisted applicants through the development of procurement documentation, obtaining internal approvals and facilitating specialist advisors during evaluation.
Kailee formed part of the transaction advisory team for the Asset Manager component of the project. For Sydney Harbour Tunnel, she provided contractual support and advice, assisting in developing roles and setting up processes to ensure smooth transition and operation. For Western Harbour Tunnel, she facilitated all design comments, requests for information and change requests ensuring input by the Asset Manager and the internal technical asset management team.
Kailee provided legal advice and guidance to SYSTRA ANZ and Kellogg Brown & Root (KBR) (as a joint venture) during the tender submission for the Western Sydney Airport Independent Certification Services contract. Kailee advised the JV on Sydney Metro's responses to its key contract departures maintaining effective communication with stakeholders, explaining complex legal concepts in a clear and concise manner.
Kailee provided legal advice to SYSTRA ANZ when compiling its tender submission to become the system integrator on the Electrical Isolation Improvement Program (EIIP). Throughout the tender process Kailee assisted SYSTRA ANZ in compiling its key contract departures and provided advice throughout negotiations on SYSTRA ANZ's Principal Contractor obligations throughout the various stages of the project.
Kailee provided legal advice regarding various types of funding arrangements for multiple solar farms in Shepparton and Cobram Victoria.
Kailee provided practical legal advice on regulatory issues pertaining to the generation and sale of electricity by a water authority, ensuring compliance with the Water Act 1989 (Vic).
