  1. Plans, organizes, supervises and evaluates the work of assigned work team; together with procurement manager and assigned staff, develops, implements and monitors work plans to achieve Faruk medical City goals and objectives.
  2. Responsible for supervising, coordinating, and administering divisions of the City’s procurement processes; assesses and minimizes risk in solicitations and contracts; compiles, organizes and reviews solicitations and determines final award.
  3. Develops, implements and manages solicitation processes which are distinguished by their technical complexity, political vulnerability, size, and scope; develops negotiation strategies; and negotiates contractual terms and conditions in the best interest of the Medical City.
  4. Generates, reviews, and analyzes division procurement data; determines and makes conclusions regarding patterns, trends, and problem areas; measures effectiveness of meeting procurement goals.
  5. Reviews country and City laws,and regulations for changes relating to procurement and purchasing; analyzes impacts; recommends and coordinates policy and procedure changes; manages implementation of changes with legal department, contractors.
  6. Responsible for insuring that costs, pricing strategies and rating/evaluation criteria are fiscally correct, in accord with the Medical City’s financial management policies, and designed to attract diverse, responsive bidders.
  7. Responsible for working with their procurement team to identify opportunities for the development of new and/or streamlined, innovative approaches to procurement processes and systems to ensure customer needs and expectations are being met, including increased utilization of technology.

  9. Dealing with the carrier companies to deliver the materials from outside of Iraq to the hospital after get several offers from diffident carriers and choose the best one depending on delivery time, costs, etc..
  10. Conduct regular market survey and identify reliable suppliers in the Regional Hub.
  11.  Monitor and coordinate all multifunctional logistics requirements for Faruk Medical City.  
  12.  Support the conduct of procurement activities for projects implementation in the hospital.
  13.  Ensure full compliance of procurement activities with Faruk Medical City Field Procurement Manual, Financial Rules and Regulations, relevant Organizational Policies; donor regulations (when required). 
  14. Provide monthly reports to the Procurement & supply chain Manager on procurement activities and implementation status.
  15. Prepare and follow up on purchase orders for goods AWB and contracts for services.
  16.  Support the support service department structure in in terms of hotel bookings, transportation arrangement and invoice payments.
  17.  Regularly update Vendor Information Sheets (VIS) and elaborate supplier selection.
  18.  Maintenance and update of all procurement files and Procurement transaction tracking matrixes .
  19. Liaise with Finance department to ensure appropriate funds are available for purchases.
  20.  Manage logistics filling system in the assigned hub.
  21.  Ensure appropriate receipts are received when payment is conducted in cash.
