CitiStat Improves City Government’s Responsiveness to Citizens

As the deputy chief operating officer in  city government for six years, Kevin Seawright managed the public school system’s activities for more than 80,000 students. A strong leader, Kevin Seawright won recognition by integrating the system’s operations within Baltimore’s CitiStat software. The CitiStat program is intended to present quantitative data on the performance of city departments. It presents its findings every two weeks to key managers and helps users determine which city goals are succeeding and which areas need improvement. Following these measures results in significant monetary savings and enhanced quality of services.Above all, CitiStat is a strategy for mayoral leadership. Beyond its statistical features, CitiStat enables past, present, and future assessment that can guide city agencies to produce desired results. It accomplishes this by focusing on tactics that help organizations reach goals, questions that designate which functions an agency fails, and collaboration between mayoral staff and agency officials.CitiStat is a versatile tool. Its applications vary from city to city, allowing leaders to adapt its methods for local situations. For example, it helped Baltimore officials to set up an innovative plan to allow rapid response to citizens’ concerns.
