Reporting to Human Resources & Administration (HRA) Director of Petrosains Sdn. Bhd.. Responsible for the Health, Safety & Environment (HSE) matters for the organization. Providing advice & support to the management & team in the context of HSE.

  • Orchestrated the Petrosains COVID-19 Operations Preparedness:
    • Developed the Petrosains HSSE Directives for COVID-19 to ensure that our operations are inline with the PETRONAS PPRT & Majlis Keselamatan Negara (MKN) requirements. 
    • Coached and organized respective personnel to develop a specific procedure for each department.
    • Conducted several trial runs with Operations to ensure our readiness.
    • Presented operations proposal to the PETRONAS Pandemic Response Team (PPRT) on our readiness. The proposal was endorsed by PPRT.
    • Established COVID-19 Cases and Vaccination Dashboard using Power BI and Microsoft Excel
  • Lead the Petrosains HSE initiatives improvement:
    • Developed Ergonomics Awareness Training module and conducted the training and Risk Assessment 
    • Completed the Noise Hazard Identification Assessment for 13 identified locations
    • Established Contractor HSE Program which includes Tool Box Talk, Monthly Contractors Meeting and Contractor Site Audits.
    • Six Sigma Project to improve the health & safety and process optimization
      • Reduce the ergonomics injury rate in Petrosains
      • Establish a standardize process on Procedure Management of Change (PMOC)
  • Lead the establishment of Petrosains Business Continuity Plan (BCP)
    • Stepped up to establish the Petrosains BCP for COVID-19
    • Conducted a mock drill (16 March 2020) to train all employees especially the Critical Business Function (CBF)
    • Completed the development of BCP training module for Petrosains and trained respective personnel on the roles.
  • Lead the organizations HSE procedure review:
    • Developed the HSEMS procedure for Petrosains and it has been approved by the management.
    • Developed a program called AidEP to enhance our First Aider understanding on Medical Emergency Response procedure. 
    • Developed three (3) new procedures - Incident Management Reporting, Unsafe Act & Unsafe Condition (UAUC) & HSE Inspection procedure.
    • Collaborated with Group HSSE in the UAUC program. As the program lead for Petrosains, conducted user training to all employees. 
  • Focal Person for the Integrated Assurance Program (IAP) & Mandatory Control Framework (MCF) for Petrosains
    • Developed the Annual Assurance Plan (AAP) for the organization in compliance to the Group HSSE requirements.
    • Presented and briefed the AAP to the HSE Committee and it has been approved by the CEO.
    • Conducted the self-assessment for IAP as per schedule.
  • Lead the improvement of HSE Committee
    • Advised the team to have employer & employee representative from each department to be in the committee. This has improved the communication among employees.
    • Developed the Term of Reference (ToR) for the committee.
    • Added two (2) new policies to support the current HSE policy - Security Policy & Substance Misuse Policy

Senior Management Executive (Incident & Emergency Response Management)

Reported to the Head of Incident & Emergency Response Management. Responsible for all emergency & incident involving PLUS employee that occurs on the mainline.

  • Led the development of the Incident Review System (IRS) for PLUS Berhad.
    • Developed the Incident Notification & Reporting Procedure. In compliance to UEM Group requirements.
    • Enhanced the Incident Reporting System (IRS) by producing an online system. Significantly improves the tracking & monitoring of the incident action items. Therefore, all action items are closed within stipulated time frame.
    • Conducted IRS roadshows to all PLUS employees to gauge the understanding on the new procedure & system that will be utilized.
  • Led, facilitated & executed all incident investigation (utilizing Bow Tie & Tripod Beta) involving PLUS employees
    • Led 3 incidents investigation since joining PLUS. Two (2) incidents are classified as Lost Time Injury and one (1) First Aid Case. Presented to the management during the HSE Committee. 
    • Provided coaching & support to Operations & HSSE field staff to ensure consistency of standards and quality in the investigations.

    • Collaborated with HSSE in Central region to conduct emergency evacuation drill

Reported to HSE Manager of PRPC Utilities and Facilities. Responsible for daily HSE matters for Package 14 including site observation, training and procedure development. Provided support to the HSE team.

  • Led the development of HSE Commissioning Plan for Package 14
    • Conducted briefing to all personnel and package contractors. Able to gauge on understanding the hazards and risk during HSE transition.
  • Led, implemented and developed the Safe System of Work (SSOW) training & procedures
    • Trainer for SSOW for all personnel and package contractors
  • Team member in the development of Simultaneous Procedure (SIMOPS).
    • Prepared the SIMOPS guideline, training material and implementation (table top and commissioning risk assessment)
    • HSE Focal Person for System commodities (Demineralize Water, Instrument Air/ Plant Air, Natural Gas & Fuel Gas, Condensate and Caustic).
  • Focal person for the Safe Startup Plan (SSP), Key Success Area (KSA) and Flaw Identification Exercise (FIE)
    • Prepared the tracking and monitoring template
    • Conducted assurance to ensure the action items are closed within stipulated time
    • Produced the weekly and monthly SSP report for the commissioning meeting
  • Led the development of Pre-commissioning & Commissioning Health Risk Assessment (HRA) for Package 14.
  • Established the HSEMS for Raw Water Treatment Plant (RWTP) (Package 16B) by leading the self assessment.
    • The rating from the self assessment is 1.84
    • Developed the HSE Audit plan for HSEMS Tier 1 Assurance. This is to prepare for Tier 2 and 3 Assurance. During the Tier 2 Assurance, the rating improved to 2.08.
  • Led the incident investigation for RWTP utilizing Tripod Beta.

  • Initiated the improvement of the Behaviour Based Safety (BBS) program
    • Integrated the BBS Form together with UAUC. Significantly improve the number of submission, tracking and monitoring of the BBS submitted.   
  • Planned, developed and advised implementation of HSE Management System annual initiatives and strategic objectives
  • Developed and periodically reviewed PCMTBE HSE manuals, work procedures, guidelines and work instructions.
  • Led and facilitated the risk assessment exercise for plant turnaround activities.

    • Involved as a team member for PDH HAZOP review. Provide input in regards to HSE compliance to legal requirements & PETRONAS Technical Standards.

  • Led the development and implementation of the Behaviour Safety Program throughout the organization. Developed the Behaviour Safety Checklist and audit plan. 
  • Led internal audits for EMS & OHSAS.
  • Effectively managed the OSH Plan for all plants. Established and executed auditing program including Safety Awareness Campaign.
    • Number of LTI is reduced from 15 to 6. The major concern is contact with hot surface during loading bay cleaning.

  • Operated and maintained the loading equipment's (pump, boilers, agitator and compressor) according to the preventive maintenance plan, significantly minimizing downtime and increased customer satisfaction.
