This is demonstrated in his current role working in Defence Industry, formerly supporting the Department of Foreign Affairs and Trade, and as an Officer in the Australian Army where he specialized in Intelligence, Surveillance and Reconnaissance (ISR). Senior Associate Governance, Risk and Compliance
  • Led the creation and execution of Information Assurance System Program Office’s (IASPO) cyberworthiness regime under the JNT09141 COMSEC modernisation program, deploying US DoD High Assurance Cryptographic Equipment. 
  • Collaborated with stakeholders such as Program Managers, Engineering Leads and the accreditation authority to produce governance documents aligned with Information Security Manual (ISM). These included the Cyber Security Management Plan, Cyberworthiness Management Plan, Project Security Instruction, Cyber Security Risk Assessment, and Directive.
  • Assessed cyberworthiness using the Defence Cyberworthiness Maturity Model, communicating residual risks as per the Defence Cyberworthiness Vulnerability Management Guide and CASG Cyber Security Framework. 
  • Fostered a cyber security culture within IASPO, securing leadership support and launching an awareness program, guided by the Australian Intelligence Community, to address Defence-specific threats and behaviours.

Governance, Risk and Compliance Lead
  • Responsible for managing reaccreditation of the Defence Protected Network (DPN). Tasks included review and update of the System Security Plan, System Risk Management Plan, and Statement of Applicability for assessment of Information Security Manual controls based on the classified system.
  • Worked in collaboration with stakeholders, including Defence ICT Security Branch, project leads, technical experts and the customer to develop certification and conformance evaluation criteria to ensure successful integration of new software into the classified system.
  • Conducted an annual review of existing policies, plans, and instructions to ensure compliance with changes in the regulatory environment. This encompassed the ISM, Protective Security Policy Framework (PSPF), Defence Security Policy Framework (DSPF), and internal Defence documents. The necessary updates were made after extensive collaboration and stakeholder engagement with multiple teams.
2017 2021

Northrop Grumman

Security Operations Manager
  • Led and managed a team of seven, utilising audit and quality assurance techniques to assess, remediate, and ensure compliance with Defence Industry security policies and Corporate requirements.
  • In 2021, supported the development and execution of Northrop Grumman Australia’s Security Strategic Plan, aligning goals and resources with the Chief Executive’s five-year corporate strategy.
  • In 2020, developed and co-ordinated a 12 week cyber security awareness campaign in consultation with the Australian Cyber Security Centre (ACSC), delivering relevant, key messaging to staff.
  • In 2019, delivered a presentation on the Australian cyber security environment to the Northrop Grumman Global Security Council in Washington D.C.
  • Recognized as a “Top Performer” in 2018, ranking within the top 10% of the company.
  • In 2017, developed and led the annual security culture campaign, utlising a viariety of engagement methods, including guest speaker events across all NGA facilities, measured against quantifiable performance data.

Risk Management Consultant (Part-Time)
  • Develop and deliver policy, procedure, and governance frameworks to empower small to medium enterprises to independently undertake risk management activities across the scope of security, crisis management, resilience and health and safety functions.
  • Design processes and work instructions for the management of projects, including development of project scope and definition, formation of success criteria, high level stakeholder engagement, milestone management and agile project delivery.

Security Consultant
  • Provided protective security to diplomatic staff from the Department of Foreign Affairs and Trade located at the Australian Embassy, Kabul, Afghanistan. This included a period of 5 months where Owen was assigned to the Head of Mission, Ambassador Matt Anderson when he was responsible for managing his residential security in relation to contingency planning, VIP functions and leading response to emergency management events.
  • Responsible for the workforce planning and management of a team of 60 security personnel who worked on a 24/7 shift roster. Daily tasks included review of official and open-source intelligence products to maintain current threat awareness, co-ordination of staff duties, mediation of disputes, leading incident response, design, scheduling and provision of ongoing training and professional development.

Compliance & Governance Manager

Responsible for ensuring policy compliance, drafting workplace directives, auditing, report writing, reviewing security plans, investigating incidents, and providing advice. Delivered security culture initiatives, including the presentation of annual security awareness training. Additionally, responsible for Work Health and Safety quality assurance. Owen also provided leadership in personnel management, including workforce planning, performance reporting and the co-ordination of duty of care responsibilities for staff medically unfit for duty.

Operations Manager

Following commissioning as an Army Officer, Owen completed specialist training in Intelligence, Surveillance and Reconnaissance. In addition to developing and contributing to operational capability, he was the Assistant Manager for a team of 90 staff, responsible for resource management, the oversight of operational planning, review of risk management plans for remote teams and coordination with other government agencies.

Safety and Security Officer

Owen worked as a licensed casino employee in a security control room environment with tasks including the management of electronic access control systems, CCTV monitoring, and co-ordination with external agencies such as police and armed guard services. Also responsible for operating the fire protection system for construction staff and providing immediate first aid to staff and patrons.

Australian Army

Soldier / Non-Commissioned Officer
  • Leadership to a team of nine soldiers in addition to personnel management involving performance appraisal and mentorship. Recognised for exemplary service in instruction and training development. 
  • Contributed to the development of security and emergency response plans for Commonwealth and foreign government infrastructure. This involved physical site security surveys, engagement with stakeholders, treatment of risks and the formulation of course of action response plans. This experience was complimented by completion of training in Population Protection and Control, for managing security during major civil unrest.
