Career History

January 2013Present

Robert B. Naylor Consulting, Washington, DC 20024

Left the FCC in anticipation of a $15 million contract award with the Defense Intelligence Agency (DIA), where I would initially be the DIA Program Manager for 9-12 months, then the CEO of a veteran owned cyber-security business, working directly with all the Chief
Information Officers in the Intelligence Community (CIA, NSA, NRO, ODNI, DIA, and others), as well as on another program with the Joint Chiefs of Staff at the Pentagon. With Sequestration and eventual government shut-down, the contract award was delayed, and as a result, I was told the DIA decided to place it on hold indefinitely. While waiting on a decision by the DIA, I have been consulting in the Intelligence Community (IC), focused on helping to bring very unique cyber-security tools (Advanced Persistent Threat/Botnet Detection and Real-time Network Traffic Analysis) to market that has been protecting the IC for the past 10 years and fills a gap in most defense in-depth strategies.

Provided consulting services to corporations and government entities on cyber-security best practices, IT organizational change management, waterfall to agile approach transformation, and IT management issues. Specific knowledge of how the US Federal
Government acquires, develops, and manages IT systems.
