Broadcom is one of the largest chip manufacturer and software company in the US market, employing more than 22,000 employees. Broadcom acquired CA Technologies, the software manufacturer of CA Clarity PPM, as well as the largest mainframe software supplier prior to the acquisition.

Engagement to design and deploy a new on-premise CA PPM instance used for tenant management and convert backend from Oracle to Postgres, deploy and test REST APIs, along with new functionality in the New User Experience.

Responsible as the Technical Lead to gather requirements, configure, and support the overall deployment of CA PPM as a repository for the tenant management system of all SaaS clients. Created and managed REST APIs, maintained system configuration for deployment, and created queries and portlets for strategic decision management and support. Devised strategy and metrics, as well as coordinated testing for configuration changes using REST APIs.

Functional Lead at Health Care Services Corporation (HCSC)

HCSC is the largest customer-owned health insurer in the US, employing more than 22,000 employees.

Engagement to upgrade the on-premise CA PPM instance and deploy as SaaS in the cloud, along with new functionality.

Responsible as the Functional Lead to gather requirements, configure, and support the overall deployment of CA PPM in all areas, including Program/Project Management, Financial Management, and Resource Management. Managed both onshore and offshore teams. Conducted Conference Room Pilots, and responsible for gathering functional requirements, managing client approval, and testing. Managed the triage of QA testing and UAT testing, and assisted other workstreams whenever appropriate, leading to a successful go-live. Responsible for leading a team integration meeting multiple times during the week, where all workstreams could share pertinent information. In addition, coded portlets and workflow processes necessary to perform the financial month-end close.

Responsible for requirements, architectural design and implementation of CA Technologies Project and Portfolio Management software utilizing both Agile and Waterfall Methodologies. Also responsible for developing cloud migration strategies and performing assessments for customers considering a move to a SaaS platform. Performed initial SaaS Compliance assessments for most customers throughout the world.

Primarily responsible to create the standard offerings that CA Technologies uses to sell professional services. Think of Stephen as a full-time product manager plus developer/architect for all Service & Portfolio Management Implementation Services.

Played a lead role in many of the innovative Global Practice initiatives and achievements which include: Foundation & Acceleration Services, Centers of Excellence, Architect Writings, Knowledge Management, Go-Live Stories, Ironman presentations, Lunch & Learn. In the Know newsletters, Support/SWAT/Services communications, Bench calls, Books 24x7, Red Team and Field support for customer engagements and events.

Lead architect for CA Technologies in the Global Practice for Project Portfolio Management Services.

Lead architect for CA Services in North America for the Project Portfolio Management Practice.

Implemented Project Portfolio Management solutions, including integrations to existing systems, for customers throughout North America.

Responsible for all aspects of architecture, design and development of web applications and web services to allow internet/intranet access to a trading and risk management system, including OpenLink's Adaptive, Dynamic, and Integration-enabling (ADI) Framework-based solutions for trading and risk management in the areas of energy, interest rate derivatives, fixed income securities, foreign exchange, money markets, metals, and soft commodities.

• Researched, specified, administered and supported platforms used by all developers and users in the Citibank Investment Operations and Technology Group.
• Performed installation, upgrade / rollout and maintenance of all hardware and software including Y2K remediation.
• Performed application bandwidth analysis for all web application components, including Oracle, CORBA components, Broadvision 1:1, Jetforms, PDF documents, Java, C, VB, JavaScript/VBScript, HTML, XML and other web based components.
• Recommended communications protocols and leased line bandwidth between Citibank branch locations and the Citicorp Global Routing Network, as well as the requirements between Citibank and third party vendors, such as Digitrade, BHC Securities and Security First National Bank.
• Acted as primary Investment Technology Group liaison to Firewall Group, Consultant to Citicorp Investment Services and Citicorp Insurance Group for production and development systems troubleshooting.
